　　　　中国社会保障学会副会长兼养老金分会会长，浙江大学国家制度研究院副院长、教授金维刚认为，从个人养老金制度试点情况来看，主要存在五方面问题：一是实际缴存资金和进行投资的人数占比较低；二是可供选择的个人养老金产品数量众多，但分布不平衡，多数集中在银行定期存款类品种；三是没有参加基本养老保险的劳动者被排除在外；四是税收优惠力度不足；五是参与者选择投资产品的范围有限。
